Changes to BIS Document:
• None
Changes to Code Lists and Validation Artefacts:
• New Swedish Rule (SE-R-013):
o Validates the check number of a Swedish Organization number.
o Severity: Warning (will change to Fatal in the next release).
o Affects rules SE-R-003, SE-R-004, and SE-R-013.
Update for Rule NL-R-007 (Mandatory Payment Means):
o The check should not fire if the document is a credit note with a positive amount.
Update of PEPPOL-COMMON-R049:
o Validates identifiers using ICD/EAS 0007.
o Adds validation of the check number of a Swedish Organization number.
Currency Code Update:
o Removing Sierra Leone SLL.
o New code is SLE.
New Codes Added:
o Payment Means Code: 98 (JP, Electronically Recorded Monetary Claims)
o Item Type Identification Code: GMN (Global model number)
o Charge Code: PRV (Price variation)
o VAT Exemption Reason Codes: VATEX-FR-FRANCHISE, VATEX-FR-CNWVAT (France domestic VAT franchise in base and France domestic Credit Notes without VAT, due to supplier forfeit of VAT for discount)

BT-32 Path Check:
o Missing in BR-AE-02, BR-AE-03, and BR-AE-04 in CII.
BR-63:
o Fails if multiple URIUniversalCommunication are present.
BR-33 / BR-CO-21:
o Rules validation doesn’t work on CII files (works on UBL files).
Undocumented and Missing Changes:
o In v.1.3.11 release.
Missing Cardinality Check:
o For Value Added Tax Point Date (BT-7) and Value Added Tax Point Date Code (BT8) in CII.
Peppol BIS 3 Documents (Other than Billing 3.0)
BIS Documentation:
• Catalogue:
o Clarified use of item identifiers: "at least one of" Seller's Identifier or Standard Identifier must be stated.
o Deleted unclear statement about Manufacturer's item identifier.
o Updated use case 5 to describe the use of deposits using RequiredRelatedItem.
Changes to Syntax:
• Order Transaction (T01)
• Order Response Transaction (T76)
• Order Response Transaction Advanced (T116)
• Catalogue Transaction (T19):
o Added possibility to indicate if an item is non-returnable after purchase.
o The element cac:TransactionConditions/cbc:ActionCode on item-level is used.
o Time may be given with time zone informatio.
